In 2002, the Budapest Open Access Initiative gathered academic leaders to define open access and to work together towards its implementation.
In 2013, the European Commission’s Research and Innovation Department issued a press release: Open access to research publications reaching the ‘tipping point’. It mentions that almost half of the scientific articles published in 2011 were available for free at the time.
